Here is a pic on the internet that demonstrates it:

The water in the tank will never rise above the holes in the internal box as the water will always flow into the internal box via the holes, the holes will be where the constant water level of the tank should be when the pump is running.

You have a pipe (I use a 40mm PVC bend) that sits between the internal and external boxes. The small pipe at the top of the PVC tube is to connect a small airline hose to so you are able to suck all the air out and fill the 40mm pipe with water. Once the 40mm pipe is full of water the pipe should never empty as the water level should always be the same in both boxes when the pump is off.

When the 40mm pipe is full of water, you will have suction as the water level in both the internal box, and external box will always want to be the same. As you can see, the pipe that flows down to the sump at the bottom of the external box has its opening higher than the pipe from the internal box. This is to allow the water to always stay in the 40mm PVC pipe, creating a vacuum.

When the pump is on, water from the sump enters the main tank via the powerhead, the water rises and enters the internal box via the holes. Because of the vacuum the water now rises in the external box too. The water rises in the external box until it reaches the level of the opening in the pipe leading to the sump, the water then obviously flows out and back into the sump.

When the pump turns off, the water feed from the sump to the main tank is stopped. The water level in the main tank now lowers as the water is still entering the internal box which fills the external box and the water goes down into the sump. This only carries on until the water level in the main tank is below the holes in the internal box. Once this happens the water in the internal box will lower, and thus causing the external box to also lower as they will always be the same level, until the water in the external box is lower than the pipe leading to the sump.

Your water flow has now stopped, but because the pipe between the two boxes is lower than the pipe opening leading to the sump, you have a perfect vacuum in the 40mm PVC. Now once you turn the pump back on, the whole process starts over where the water in the tank rises and enters the internal box again.

Hope this clears it up, apologies for spelling mistakes, I typed this in notepad haha.
