If you tap pH is 7 do many small WCs and it will rise to 7 but this only solves the symptom and not the problem of how it got to 5 in the first place.
How on earth did you get it to 5? What are you using to test with? What is your kH? My guess is it is pretty low as there seems to be no buffering...
