@HugBug i have kept Lemon Tetras for years with a large colony of cherry shrimp , as long as you have a good number of lemons they generally leave...
i personally would have slow growing plants(buce, java fern,anubias, java moss, crypts) like what @JPB said with some floating plants to help with...
yea it needs lots of co2 and bright light to keep it nice and red
